What investors and operators in Agriculture & Agribusiness should know about Sierra Leone's rules and reliefs, with the law behind each point.

Ten-year income tax exemption

Income from rice farming and tree crops such as cocoa, coffee and oil palm, and from poultry, livestock, cashew, ginger, chilli, vegetables and tubers, is exempt for ten years from commencement, together with 50% of dividends paid by a company that keeps full records. Scale thresholds apply to investors.

Duty-free agricultural inputs

Entities engaged in agricultural production can import inputs such as fertiliser, seeds and seedlings, day-old chicks and animal semen duty-free for five years from first registration.

Fish farming relief

Fish farms with at least ten ponds and at least 200 square metres are exempt from income tax on fish-farming income, and on 50% of related dividends, for five years.

Cheaper agricultural lending

Interest on a bank loan for agricultural investment is exempt from withholding tax where the rate is not above the base lending rate when the loan was taken.

2026 tax changes apply to every sector

From 1 January 2026 the Finance Act 2026 raised the corporate income tax rate for resident companies from 25% to 30%, made every company pay the higher of its normal income tax and the minimum alternate tax (2% of turnover), and abolished the investment allowance.

Checked on 10 October 2026 against the sources listed. Incentives usually have conditions and can change with each annual Finance Act, so speak to SLONEC before you rely on any of them for an investment decision.

Frequently asked questions

Does my farm qualify for the ten-year income tax exemption?

It depends on the crop or livestock, when the activity started, the scale of the investment and whether full records are kept (Income Tax Act 2000, s.31). We review your position and help you prepare the records the NRA expects.

Can you help a cooperative get its accounts audit-ready?

Yes. We set up simple bookkeeping, member and stock records, and train officers through our cooperative governance and record-keeping courses.

Do you write business plans for agricultural loans?

Yes. We prepare feasibility studies, cash-flow forecasts and business plans for banks, development finance institutions and investors.

We pay seasonal workers in cash. Can you run payroll for them?

Yes. We run payroll for seasonal and permanent staff, including PAYE and NASSIT where they apply, and keep records that support your tax returns.
